Water management balance in the river basin area Vltava in 2005

Povodí Vltavy, state enterprise, as the administrator of the river basin pursuant to provision of Section 54 of the Act No. 254/2001 Coll., on Waters and on Amendment to Some Acts (Water Act), as amended (hereinafter only referred to as “Water Act”), ensures, in compliance with the provision of Section 5, Paragraph 3 of the Decree of the Ministry of Agriculture No. 431/2001 Coll., on Content of Water Balance, Kind of Its Compilation and on Data for the Water Balance (hereinafter only referred to as "Decree on Balance"), the compilation of the water management balance in the river basin area for the past calendar year 2005, by the deadline of 30^th September 2006. Within the territorial competence of Povodí Vltavy, state enterprise, three areas of the river basin – area of river basin Upper Vltava, area of river basin Berounka and area of river basin Lower Vltava are identified pursuant to provision of Section 25, Paragraph 2 of the Water Act. Identification of individual areas of the river basin is modified by the Decree of the Ministry of Agriculture No. 390/2004 Coll., on Areas of River Basin, as amended (hereinafter only referred to as “Decree on Areas of River Basin“). Areas of the River Basin are, pursuant to provision of Section 1, Paragraph 1 of the Decree on Areas of the River Basin, continuous territories of the Czech Republic identified by the river basins and hydrogeological areas assigned to them. Identification of individual areas of the river basin is established in Annex No. 1 to the Decree on Areas of the River Basin. Water management balance in the river basin area Upper Vltava for 2005, in the river basin area Berounka for 2005 and in the river basin area Lower Vltava for 2005 is compiled in compliance with provisions of Section 5 to Section 9 of the Decree on balance and pursuant to the Methodological Order of the Ministry of Agriculture for the compilation of the water management balance of the area of the river basin File No. 25248/2002-6000 of 28.8.2002, which establishes the procedures of its compilation, minimum range of outputs and type of its accessibility to the public. Outputs of the water management balance are divided into individual reports pursuant to areas of the river basin and include evaluation of quantity of surface waters, evaluation of quality of surface waters, evaluation of quantity and quality of underground waters and are completed with evaluation of discharge of waters to surface waters.

River basin Upper Vltava

Water management balance in the river basin area Upper Vltava for 2005 represents the evaluation of the past calendar year and includes the following outputs:

“Report about evaluation of quantity and quality of underground waters in the river basin area Upper Vltava for 2005” (provision of Section 5, Paragraph 2, Letter d), e) of the Decree of the Ministry of Agriculture No. 431/2001 Coll., on Content of Water Balance, Kind of Its Compilation and on Data for Water Balance),
“Report about evaluation of discharge of waters to surface waters in the river basin area Upper Vltava for 2005”, which provides an overview of the status of water discharge, especially with follow-up to the evaluation of quality of surface water and reported data for the water balance and for the Annex to the Water management balance in the river basin area Upper Vltava for 2005.

As a part of detection and evaluation of the conditions of surface and underground waters, pursuant to provision of Section 21, Paragraph 2, Letter c), Point 4 of the Water Act, evidence of withdrawal of surface and underground waters, discharged waste and hutch waters and accumulation of waters in water reservoirs is established, maintained and updated within the range of the data subjected to the obligation of reporting for the water balance pursuant to provision of Section 22, Paragraph 2 of the Water Act. In 2005, 385 withdrawals of underground waters, 56 withdrawals of surface waters, 453 discharges of waste and hutch waters to surface waters and 39 accumulations in water reservoirs were registered in this way in the river basin area Upper Vltava. Water management balance of quantity of surface waters was compiled in 10 control profiles of the state network and in 12 entered control profiles. Pursuant to provision of Section 21, Paragraph 2, Letter c), Point 3 of the Water Act, evidence of quality of surface waters in watercourses is also established, maintained and updated, within the range of data of characteristic values of indicators of quality of surface water calculated from measured values. The evidence of quality of surface waters includes data from profiles of the state measuring network, from profiles for measurement of radioactivity, from zoning profiles of water reservoirs and from profiles entered for the needs of the administrator of the river basin. In 2005, 32 profiles of the state network, 6 profiles for measurement of radioactivity, 130 zoning profiles of water reservoirs and 255 entered profiles, altogether 423 profiles of monitoring quality of surface waters were registered in this way in the river basin area Upper Vltava. Data included in the aforesaid evidences for the area of river basin Upper Vltava are made accessible to the public in the Information system of public administration - WATER (hereinafter only referred to as “ISVS WATER“). Pursuant to the Decree of the Ministry of Agriculture No. 391/2004 Coll., on Range of Data in Evidences of Conditions of Surface and Underground Waters and on Type of Processing, Storage and Submission of Such Data to Information Systems of Public Administration, the administrator of the river basin shall store the data to ISVS WATER for the previous calendar year annually at the latest by 30^th June of the current year. Data for 2005 are stored on the Water management information portal of the Ministry of Agriculture (Internet address www.povodi.mze.cz, bookmark “ISVS evidence”). Data reported by the obliged subjects for the water balance pursuant to provision of Section 22, Paragraph 2 of the Water Act are located in the bookmark “Withdrawals and discharges”. Data about quality of surface water in the entered profiles of the administrator of the river basin are located in the bookmark “Water quantity and quality”.

Water management balance of quantity of surface waters was compiled in 10 control profiles of the state network and in 12 entered control profiles. Pursuant to provision of Section 21, Paragraph 2, Letter c), Point 3 of the Water Act, evidence of quality of surface waters in watercourses is also established, maintained and updated, within the range of data of characteristic values of indicators of quality of surface water calculated from measured values. Data included in the aforesaid evidences for the area of river basin Berounka are made accessible to the public in the Information system of public administration - WATER (hereinafter only referred to as “ISVS WATER”). Water management balance in the river basin area Lower Vltava for 2005 represents the evaluation of the past calendar year and includes the following outputs:

Pursuant to provision of Section 21, Paragraph 2, Letter c), Point 3 of the Water Act, evidence of quality of surface waters in watercourses is also established, maintained and updated, within the range of data of characteristic values of indicators of quality of surface water calculated from measured values. The evidence of quality of surface waters includes data from profiles of the state measuring network, from profiles for measurement of radioactivity, from zoning profiles of water reservoirs and from profiles entered for the needs of the administrator of the river basin. In 2005, 322 profiles of the state network, 15 profiles for measurement of radioactivity, 1341 zoning profiles of water reservoirs and 127 entered profiles, altogether 1505 profiles of monitoring quality of surface waters, were registered in this way in the river basin area Lower Vltava. Data included in the aforesaid evidences for the area of river basin Lower Vltava are made accessible to the public in the Information system of public administration - WATER (hereinafter only referred to as “ISVS WATER”). Water management balance in the river basin area Vltava in 2006

Povodí Vltavy, state enterprise, as the administrator of the river basin pursuant to provision of Section 54 of the Act No. 254/2001 Coll., on Waters and on Amendment to Some Acts (Water Act), as amended (hereinafter only referred to as “Water Act”), ensures, in compliance with the provision of Section 5, Paragraph 3 of the Decree of the Ministry of Agriculture No. 431/2001 Coll., on Content of Water Balance, Kind of Its Compilation and on Data for the Water Balance (hereinafter only referred to as „Decree on Balance“), the compilation of the water management balance in the river basin area for the past calendar year 2006, by the deadline of 30^th September 2007. Within the territorial competence of Povodí Vltavy, state enterprise, three areas of the river basin – area of river basin Upper Vltava, area of river basin Berounka and area of river basin Lower Vltava are identified pursuant to provision of Section 25, Paragraph 2 of the Water Act. The identification of individual areas of the river basin is governed by the Decree of the Ministry of Agriculture No. 390/2004 Coll., on Areas of the River Basin, as amended (hereinafter only referred to as “Decree on Areas of River Basin”). Areas of the river basin are, pursuant to provision of Section 1, Paragraph 1 of the Decree on Areas of the River Basin, continuous territories of the Czech Republic identified by the river basins and hydrogeological areas assigned to them. Annex: “Report about evaluation of discharge of waters to surface waters in the river basin area Upper Vltava for 2006”, which provides an overview of the status of water discharge, especially with follow-up to the evaluation of quality of surface water and reported data for water balance

As a part of detection and evaluation of the conditions of surface and underground waters, pursuant to provision of Section 21, Paragraph 2, Letter c), Point 4 of the Water Act, evidence of withdrawal of surface and underground waters, discharged waste and hutch waters and accumulation of waters in water reservoirs is established, maintained and updated within the range of the data subjected to the obligation of reporting for the water balance pursuant to provision of Section 22, Paragraph 2 of the Water Act. In 2006, 1589 places of water usage, of which the evaluation included 421 withdrawals of underground waters, 56 withdrawals of surface waters, 463 discharges of waste and hutch waters to surface waters and 39 accumulations in water reservoirs and 2 water transfers were registered in this way in the river basin area Upper Vltava. Water management balance of quantity of surface waters was compiled in 10 control profiles of the state network and in 12 entered control profiles. Pursuant to provision of Section 21, Paragraph 2, Letter c), Point 3 of the Water Act, evidence of quality of surface waters in watercourses is also established, maintained and updated, within the range of data of characteristic values of indicators of quality of surface water calculated from measured values. The evidence of quality of surface waters includes data from profiles of the state measuring network, profiles for measurement of radioactivity, profiles entered for the needs of the administrator of the river basin and from zoning profiles of water reservoirs. In 2006, 36 profiles of the state network, 5 profiles for measurement of radioactivity, 126 entered profiles and 142 zoning profiles at 8 water reservoirs were registered in this way in the river basin area Upper Vltava. Altogether 68 watercourses were monitored in this area of the river basin. Data included in the aforesaid evidences for the area of river basin Upper Vltava are made accessible to the public in the Information system of public administration - WATER (hereinafter only referred to as „ISVS WATER“). Pursuant to the Decree of the Ministry of Agriculture No. 391/2004 Coll., on Range of Data in Evidences of Conditions of Surface and Underground Waters and on Type of Processing, Storage and Submission of Such Data to Information Systems of Public Administration, the administrator of the river basin shall store the data to ISVS WATER for the previous calendar year annually at the latest by 30^th June of the current year. Annex: “Report about evaluation of discharge of waters to surface waters in the river basin area Berounka for 2006”, which provides an overview of the status of water discharge, especially with follow-up to the evaluation of quality of surface water and reported data for water balance

As a part of detection and evaluation of the conditions of surface and underground waters, pursuant to provision of Section 21, Paragraph 2, Letter c), Point 4 of the Water Act, evidence of withdrawal of surface and underground waters, discharged waste and hutch waters and accumulation of waters in water reservoirs is established, maintained and updated within the range of the data subjected to the obligation of reporting for the water balance pursuant to provision of Section 22, Paragraph 2 of the Water Act. In 2006, 1476 places of water usage, of which the evaluation included 369 withdrawals of underground waters, 62 withdrawals of surface waters, 396 discharges of waste and hutch waters to surface waters and 14 accumulations in water reservoirs were registered in this way in the river basin area Berounka. Water management balance of quantity of surface waters was compiled in 8 control profiles of the state network and in 13 entered control profiles. Pursuant to provision of Section 21, Paragraph 2, Letter c), Point 3 of the Water Act, evidence of quality of surface waters in watercourses is also established, maintained and updated, within the range of data of characteristic values of indicators of quality of surface water calculated from measured values. The evidence of quality of surface waters includes data from profiles of the state measuring network, profiles for measurement of radioactivity, profiles entered for the needs of the administrator of the river basin and from zoning profiles of water reservoirs. In 2006, 37 profiles of the state network, 16 profiles for measurement of radioactivity, 114 entered profiles and 271 zoning profiles at 13 water reservoirs were registered in this way in the river basin area Berounka. Altogether 48 watercourses were monitored in this area of the river basin. Data included in the aforesaid evidences for the area of river basin Berounka are made accessible to the public in the Information system of public administration - WATER (hereinafter only referred to as “ISVS WATER”). Pursuant to the Decree of the Ministry of Agriculture No. 391/2004 Coll., on Range of Data in Evidences of Conditions of Surface and Underground Waters and on Type of Processing, Storage and Submission of Such Data to Information Systems of Public Administration, the administrator of the river basin shall store the data to ISVS WATER for the previous calendar year annually at the latest by 30^th June of the current year. Area of river basin Lower Vltava

Water management balance in the river basin area Lower Vltava for 2006 represents the evaluation of the past calendar year and includes the following outputs:

Annex: “Report about evaluation of discharge of waters to surface waters in the river basin area Lower Vltava for 2006”, which provides an overview of the status of water discharge, especially with follow-up to the evaluation of quality of surface water and reported data for water balance

As a part of detection and evaluation of the conditions of surface and underground waters, pursuant to provision of Section 21, Paragraph 2, Letter c), Point 4 of the Water Act, evidence of withdrawal of surface and underground waters, discharged waste and hutch waters and accumulation of waters in water reservoirs is established, maintained and updated within the range of the data subjected to the obligation of reporting for the water balance pursuant to provision of Section 22, Paragraph 2 of the Water Act. In 2006, 1315 places of water usage, of which the evaluation included 328 withdrawals of underground waters, 68 withdrawals of surface waters, 390 discharges of waste and hutch waters to surface waters and 12 accumulations in water reservoirs were registered in this way in the river basin area Lower Vltava. Water management balance of quantity of surface waters was compiled in 7 control profiles of the state network and in 3 entered control profiles. Pursuant to provision of Section 21, Paragraph 2, Letter c), Point 3 of the Water Act, evidence of quality of surface waters in watercourses is also established, maintained and updated, within the range of data of characteristic values of indicators of quality of surface water calculated from measured values. The evidence of quality of surface waters includes data from profiles of the state measuring network, profiles for measurement of radioactivity, profiles entered for the needs of the administrator of the river basin and from zoning profiles of water reservoirs. In 2006, 18 profiles of the state network, 9 profiles for measurement of radioactivity, 78 entered profiles and 366 zoning profiles at 7 water reservoirs were registered in this way in the river basin area Lower Vltava. Altogether 48 watercourses were monitored in this area of the river basin. Data included in the aforesaid evidences for the area of river basin Lower Vltava are made accessible to the public in the Information system of public administration - WATER (hereinafter only referred to as “ISVS WATER”). Pursuant to the Decree of the Ministry of Agriculture No. 391/2004 Coll., on Range of Data in Evidences of Conditions of Surface and Underground Waters and on Type of Processing, Storage and Submission of Such Data to Information Systems of Public Administration, the administrator of the river basin shall store the data to ISVS WATER for the previous calendar year annually at the latest by 30^th June of the current year. Data for 2006 are stored on the Water management information portal of the Ministry of Agriculture (Internet address www.water.gov.cz, bookmark “ISVS evidence”). Data reported by the obliged subjects for the water balance pursuant to provision of Section 22, Paragraph 2 of the Water Act are located in the bookmark “Withdrawals and discharges”. Data about quality of surface water in the entered profiles of the administrator of the river basin are located in the bookmark “Water quantity and quality”.
